INDIANAPOLIS (AP) ' U.S. prosecutors say an air-cargo handler has agreed to pay a $1 million fine for failing to screen for explosives all of the cargo it processed that was destined for passenger planes.

U.S. Attorney Joe Hogsett says OHL Solutions Inc. agreed to pay the fine for shirking its responsibility for explosives screening of cargo handled by its now-shuttered Indianapolis facility before December 2010. The company formerly did business as ActivAir Inc.

Hogsett said Wednesday the $1 million fine is the largest regulatory fine ever assessed by the Transportation Security Administration against a cargo entity for intentionally violating security requirements.

Frank Eichler, OHL Solutions' vice president and general counsel, says the company has cooperated with investigators and accepts responsibility for its employees' actions.
